Changes to the Playbook (in addition to those already incorporated into the Living Rules):
17.1.2 (Add/Change)
During 1941 only, provided the 1st Panzer Army HQ is south of hexrow xx27, Axis/German units in
the Crimea (defined as south of Perekop and east of the Kerch Straits) are activated identically with the
1st Panzer Chit (Move/Fight or Fight/Move). Such units may not move or attack outside the Crimea.
To further show the degree of confusion in the Soviet command in the first weeks of the Axis invasion,
the Soviet City Defense markers arrive at the end of Turn 2, not Turn 1. Stalin's fear of Ukrainian
nationalism requires one City Defense Marker must be placed in Kiev at the end of Turns 2 and 3
unless Kiev is Axis controlled.
17.1.2 Scenario Victory Conditions
Change the Axis VPs needed in the Barbarossa scenario to 30. This means the Axis player actually won
the scenario, though in this case, winning on points is not winning the war.
17.4.1 The Soviet Player chooses the first TWO chits as the Initiative Player in this scenario, rather
than the first one
